The Big Picture

The key to success is that we aren't going to try to fix everything at once. We will try and capture all areas of concern that are flagged to us, but we will only start work on a chunk at a time.
We will run our planning on a period of time that we think is big enough to actually achieve something worthwhile, whilst being small enough so that we can see some change in that time. Our first guess is that a 3 month block feels about right, although there's nothing to stop us changing that later.

The Four Stages
Within each 3 month iteration we will follow a similar pattern of work:
  1. Prioritise - at the beginning of each iteration we will decide which of the areas of concern is most pressing, and decide what to take on next.

  2. Understand - if we are going to make improvements, we need to dig down beneath the surface of the problems people are having, and understand what might be causing them. This phase might involve activities such as talking to a wider group of residents, or maybe looking in detail at how processes work, or perhaps it might be about understanding how things are done elsewhere .

  3. Devise - this is the stage where we work out what can be done, and how to do it. In this stage we are likely to have to make trade-offs between different solutions taking into account time, resources or the difficulty of getting a solution. Some solutions may be small enough that we can agree directly with the ISHA members of the Group that they will happen, whereas others may need to be referred upwards as recommendations.

  4. Act  - in this phase we will put in place actions to make change. For some solutions this may be a case of agreeing with the ISHA members of the group that they will change how something works and then monitoring that. For larger solutions it may be a case of making recommendations upwards and following through on them. It's likely that the actions will vary quite widely, depending on what needs to be done.
Although the picture makes it look like we go rigidly through each step in order, in reality we'll probably switch backwards and forwards as the work requires.
Planning The Work

We will develop the detailed plan for the next/current iteration at Work Plan
