Meeting Theme - Repairs and Defects in New Homes
At this meeting we will be joined by the ISHA Development Director, so this will be an opportunity for Residents to put their questions about the way repairs and defects in new homes are managed.
Agenda
- how far have ISHA got with integrating the Defects and Repairs processes, in line with the revised process published to the Residents' Forum at the end of 2009?
- how does the inspection for Defects process work?
- how are defect repair works co-ordinated and Residents kept informed?
- how do the views of the ISHA Operations team (and Residents) about choice of materials, finishes and fittings for maintainability and durability get incorporated into design decisions?
- what information about fittings, finishes and fittings is provided to ISHA Operations ahead of handover to allow them to plan for maintenance, spares holdings, training etc.?
- how do ISHA make sure that there is an effective communication route in relation to Defects resolution from Residents, through ISHA, developer and main contractor to the people who do the work?
- what are ISHA doing to apply continuous improvement to all of the above?

Actions
- ISHA Development will communicate status of communal Defects for a scheme to relevant TSM for inclusion in Estate Bulletins
- ISHA Development will examine the use of standard checklists to enforce a minimum standard of checking across all schemes
- The first Resident to move into a newly built flat will be given information on Defects in the welcome pack, including:
List of all Defects found in inspections
Status of all Defects - either resolved or with an action plan
Advice on doing their own checks and inspections ahead of the 1 month visit - ISHA Development will reinforce with contractors the importance of an effective appointments process for arranging visits to remedy Defects
- ISHA Development will ensure that information on specialist suppliers (e.g. for windows) will be given more prominence in the O&M manual handed over to ISHA Operations
- ISHA Operations will investigate a more pro-active process for checking the status of specialist suppliers during the maintenance life of a building
- Residents Forum will ask for more Residents to be involved in the DEsign Forum
- ISHA Development will look at shortening the feedback cycle into the Design Brief (currently a year or more)
- ISHA Development will look at a two stage process for painting communal areas - base coat first, then finish coat at end of Defects Period after Residents have moved in.
- ISHA Operations will review state of communal area decoration in new builds and possibly speed up cyclical redec if there is an issue
- ISHA Development will investigate the two specific complaints about communal area paint finish in Shore Road and Kinver House
- JE will raise broader point about Continuous Improvement (and Resident visibility of) at Residents' Forum
