Areas of Concern for Measures
The following areas of concern have been identified by residents as requiring local KPIs:
- Cleaning & Grounds Maintenance
- Lift Performance
- No. of Communal Repairs Reported by Area
- No. Communal Repairs Completed 1st Visit by Area
- Illegal Dumping
- Anti Social Behaviour incidents reported and closed
- Thermal efficiency of housing stock (especially focused on improving older housing stock)
- Security measures (especially focused on improving older housing stock)

What does "Local" mean?
There has been lots of debate about what is a useful size of area to measure - too few and the KPIs are not really useful for examining local issues. too many and the numbers will become statistically insignificant - in other words they won't tell us anything meaningful.
So that ISHA can start analysing the work required (systems changes, process changes) to collect and report on local KPIs, an interim answer has been chosen, that the measures will be analysed on 5 areas: 1 for Waltham Forest, 2 for Islington, and 2 for Hackney. This will not prevent later work to breakdown the analysis into even more local areas if there is value in that, but will allow progress to be made.
The areas are now set up on Civica UH:
- Area 1 Islington N1 plus Camden – (ISHA has only one block in Camden so didn’t make sense to be on its own)
- Area 2 rest of Islington N4,N7 EC1 N19 N5
- Area 3 Hackney E2,8,9,5 and N16
- Area 4 Hackney N1
- Area 5 Waltham forest

Producing and reporting on the desired measures will require changes to computer systems and ISHA processes, and before either of those things can happen, more analysis is required.
At the next meeting we will focus on completing a set of the following information for each proposed KPI:
- Area of concern to be measured
- Specific measure
- Source of data
- Formula
- Collection frequency
- Reporting frequency
- Reporting format and method
- System changes needed (brief comment)
- Process changes needed (brief comment)
- Estimated cost and/or resource to set up
- Estimated time to set up
- Estimated cost and/or resource to operate
- Resident-set priority
- Priority to implement (to be agreed between RWG and ISHA taking into account the above factors)
